Frank Phillipson

Frank is senior scientist at TNO and professor at Maastricht University in Computational Operations Research, specialized in optimization in telecommunication, energy, defense, and logistics networks. Most of his current work is focused on finding new computational techniques for optimization problems using hardware accelerators such as quantum computers. He chairs the NATO workgroup on quantum computing applications for data driven situational awareness optimization. Frank holds a Master degree in Econometrics, and an EngD and a PhD degree in applied mathematics from the universities of Amsterdam and Delft.

11:00 AM SKILLS ACCELERATOR 4: QUANTUM IN DEFENCE

This workshop will provide an in-depth exploration of critical topics and emerging trends within the field of quantum computing and its military applications, with a particular focus on situational awareness. Together we will delve into how information about the environment, gathered by sensors (not necessarily quantum sensors), can be efficiently processed into actionable decisions.

This may involve leveraging quantum optimization algorithms for resource allocation, logistics planning, and scheduling, as well as utilizing quantum machine learning algorithms for pattern recognition, anomaly detection, and predictive modeling to provide actionable intelligence.

Participants will gain a comprehensive understanding of the foundational principles, advanced methodologies, and innovative practices that are shaping the future of military operations. They will be encouraged to actively contribute ideas for new research directions and quantum solutions.
