Head of Rosatom's project office for quantum technologies and National Quantum Lab. Former CEO of the Russian Quantum Center (RQC). Successful manager with more than 15 years of experience. Only in 8 years, RQC became an ecosystem with fundamental research (15 scientific groups) and 7 startups. In 2019 Ruslan led the development of a roadmap for quantum technologies within the Digital Economy national program. In November 2019 he launched the project on building a quantum computer in Russia with a budget of 378 million USD. In November 2020, he created the International consortium of National Quantum Laboratory.
