Director International and Quantum Policy & Strategy Ministry of Digital Development and Information

Choy is the Director of Quantum Policy and Strategy (QPSU), as well as International Affairs Division (IAD) in Singapore's Ministry of Digital Development and Information. In his QPSU role, he leads the whole-of-government effort for Singapore's national quantum strategy, coordinating and synchronising research, industry, security, and international domains. In his IAD role, he is responsible for Singapore's digital diplomacy globally, through policy cooperation and engagement, across bilateral relationships and multilateral forums. This includes digital domains such as AI, online safety, digital government, amongst others. Prior to this role, he was Vice President and Head of Region (Europe) for the Economic Development Board (EDB). Choy has more than 20 years of experience in the larger public service, in domains of defence, diplomacy, technological capability development, and social policy; with stints in US, Europe, Israel, Southeast Asia, and now based back in Singapore.
